The site manager is not merely a name on a form. In Salzburg, the appointment is linked to responsibility, execution of works and start of construction.

Under sections 11 and 12 S-BauPolG, contractors, site manager and commencement of works must be organised properly. Mistakes often appear only after the site is already running.

This article explains why building owners and contractors should clarify the site manager issue before starting works.

Assess start of works

Is the site manager properly appointed?

Two questions show whether action is still needed before works start.

Already know you want to get in touch? Go straight to the enquiry form.

01 Question 1

Is the start date already fixed?

The closer the start, the more important the formal setup becomes.

Overview of all answers.

01

Roles and notices should be set before works start.

Under sections 11 and 12 S-BauPolG, contractors, site manager and start of execution are legally relevant. Clarify these roles before release.

02

On a running site, documentation should be checked immediately.

If nomination or notice is missing, risks arise towards authority, owner and contractors. Secure documents and clarify responsibility quickly.

03

Unclear site manager documents create start risk.

Organise contract, permit, notice and communication. Then it can be checked whether a supplement or correction is needed.

Role of the site manager in Salzburg building law

Section 11 S-BauPolG regulates contractors and site managers. The role is important because execution, responsibility and authority communication meet there.

The site manager is not automatically every contractor on site. Depending on the project, owner, planner and contractors must clarify who takes which role.

Unclear roles later lead to disputes when conditions, defects, delays or authority questions arise.

Prepare start of works and nomination correctly

Section 12 S-BauPolG concerns start of execution and nomination of the site manager. Works should therefore be prepared not only technically but also formally.

Before starting, permit, conditions, execution plans, contracts and notice documents should fit together. This is especially important where several companies work in parallel.

The distinction from building notice in Salzburg and completion notice should be clarified early.

Do not confuse site manager and coordination

The site manager role under building police law differs from construction site coordination under the BauKG. Both may matter at the same time but have different bases and purposes.

BauKG concerns safety and coordination on sites. The site manager issue concerns execution, notification and responsibility in the building law procedure.

For the safety side see our article on construction site coordination under BauKG.

Distinction

Separate owner, site manager and coordination

The roles overlap practically but have different functions.

Roles before works start
Role Focus Typical risk
Owner Project, contract, documents and decisions Start without complete role clarity
Site manager Execution and building law responsibility Missing or unclear nomination
Coordination Safety and coordination under BauKG Mixing with building police law

The exact allocation depends on the project and contracts.

Process

Organise roles before works start

A clear process reduces risk towards authority and contract partners.

  1. 01
    Step 1
    before start

    Check permit

    Read conditions and plans.

Check permit, conditions and execution documents for the required roles.

    Legal bases: sec. 11 S-BauPolG

  2. 02
    Step 2
    before start

    Name site manager

    Record responsibility in writing.

Record who is site manager and how the nomination is made.

    Legal bases: sec. 12 S-BauPolG

  3. 03
    Step 3
    start of works

    Document start

    Coordinate notice and actual start.

Document notice, communication and the actual start of execution.

    Legal bases: S-BauPolG

Practical tip: Do not clarify the site manager only on the day works start. A short written role matrix between owner, planner and contractors prevents later gaps. You can book an initial consultation (72 euros).
