A building application in Salzburg can generally be withdrawn or amended. The correct route depends on whether a document is being supplemented, the application is being changed within its procedural limits, or a materially different project requires a new filing.
Withdrawal ends the specific application procedure. It does not automatically answer the question of fees already incurred and it does not turn a later set of plans into a continuation of the old file. A new filing is assessed as a new application under the applicable rules.

If the project changes materially or jurisdiction may be affected, prepare the revised project as a separate application. Keep withdrawal of the old filing and submission of the new one separate in time and content.
Address the withdrawal clearly to the competent authority and identify the application. Keep proof of receipt and the previous correspondence. The withdrawal concerns the existing procedure and its documentation.
An amendment is not a withdrawal. An amendment seeks to continue the existing procedure with an adjusted application. Withdrawal ends the specific filing. The written statement should therefore make clear whether one plan version is being replaced or the application is being withdrawn as a whole.
Section 13(7) of the General Administrative Procedure Act allows an application to be withdrawn at any stage of the procedure. Section 13(8) sets limits for an amendment of the application that initiated the procedure: the matter must not be changed in essence, and subject-matter and local jurisdiction must remain unaffected. These federal rules have to be applied together with the special requirements of the Salzburg building procedure.
The label used by the applicant is not decisive. The content and effects of the project matter. A revised room layout can raise different questions from an additional building volume, a new use or a substantial change to the position of the building.
Withdrawal means that the authority no longer has to decide the application as submitted. This differs from a rejection or other negative decision on the substance. Withdrawal is therefore not a building permit and does not decide whether the project would have been permissible.
The statement should identify the project, file number, applicant and scope of the withdrawal. If several applications or projects concern one property, specify which application is affected. An unclear email can create uncertainty about the procedural subject matter later.
Keep proof of receipt. Depending on the filing method, this may be an official confirmation, an electronic transmission record or another documented delivery. Store the withdrawal together with the previous plans and correspondence.
An admissible amendment keeps the initiating application together in its essential substance. The authority must still be able to assess it under the same subject-matter and local jurisdiction. A materially different use or building project cannot be turned into a mere plan amendment by its label.
Submit new plans with a change schedule. Identify the affected parts, the previous and proposed version and the reason for the adjustment. This comparison helps determine whether the material is a supplement, an amendment or a new application.

The Salzburg building legislation and Building Police Act determine which documents are required and how parties participate. An amendment should therefore not be treated as a technical file exchange if it affects protected neighbour interests or other permit-relevant facts.
Whether renewed notification, additional participation or another procedural response is needed depends on the amendment and the stage of the file. The mere presence of a new plan in the file does not provide a general answer about deadlines or objections.

Withdrawal does not answer the fee question by itself. The fees already incurred depend on the applicable fee rule, the administrative step and the time at which the filing was made. Ending the procedure therefore does not automatically reverse every fee that may already have arisen.
A later filing is generally examined as a separate fee event. Fees may arise again for the filing or for particular official acts. The exact amount should not be copied from an older project or a generic online statement.
Prepare a written allocation: which payment was requested or made, which application or official act did it concern, and which filing is intended to apply in future? This prevents withdrawal and refiling from being treated as one undifferentiated event.
